The first ballot was produced based on the assumption that the SNOMED CT content used by this implementation guide would be granted as a free-for-use subset globally.
We are presently not able to confirm this assumption, and this leads us to relax the binding strength on the value sets containing SNOMED CT content and to adjust the content of some of these value sets (in some cases specifying an alternate terminology).
This is the primary reason why this implementation guide is being resubmitted for ballot at this time.
The scope of this ballot is limited to the areas that have been changed from the previous ballot version. Therefore, we invite ballotters to focus their review on the parts that have been changed in this ballot, due to both the above mentioned reason and the resolutions that have been applied from the previous ballot.
Not all of the approved dispositions of the comments received in the previous ballot have been applied in this version (they will be applied prior to final publication); please consult the published reconciliation package for those dispositions.
