Notes for Balloters

The first ballot was produced based on the assumption that the SNOMED CT content used by this implementation guide would be granted as a free-for-use subset globally.

We are presently not able to confirm this assumption, and this leads us to relax the binding strength on the value sets containing SNOMED CT content and to adjust the content of some of these value sets (in some cases specifying an alternate terminology).
