The first ballot has been produced based on the assumption the SNOMED CT content used by this implementation guide would be granted as a free-for-use subset globally.
</p><p class="bs">
We are presently not able to confirm this assumption and this leads us to release the binding strength on this SNOMED CT content and to adjust some of the SNOMED CT value sets.
</p><p class="bs">
This is the primary reason why this implementation guide is resubmitted to ballot.
</p><p class="bs">
The scope of this ballot is limited to the areas that have been changed from the previous ballot version.
Therefore, we invite ballotters to focus their review on the parts that have been changed in this ballot due to the above mentioned reason and as well as on the resolutions that have been applied from the previous ballot.

Not all the comments received in the previous ballot and for which a disposition has been agreed are applied in this version; please consult the published reconciliation file to track what are the resolutions agreed.
